Letter to Cardinal Wm Levada

Dear Cardinal Levada,

Greetings in the Lord.

After six months I am seeking a follow-up on my sworn statement and other papers that are now and have been at the possession of Congregation for the Doctrine of the Faith.

We have been in contact with Rev. Mr. Charles Allen of the Archdiocese of San Francisco, and he has informed us that there has been no contact from the Holy See concerning the charge we have placed before the Holy See concerning the Most Rev. Filomeno G. Bactol, Bishop of Naval, Biliran, Philippines.

The Most Rev. Paul Coakley, Bishop of Salina has informed me that he doubts that the Holy See will do anything with this, since it’s old news and the Holy See has full knowledge of my statements and other information concerning the Bishop of Naval.

As Former Archbishop of San Francisco and Archbishop of Portland, you are aware that a investigation is always needed when there are allegations such as these that have been placed before the Holy See. These allegations go far beyond sexual abuse of minors. These also include violations of the sacrament of reconciliation (a priest hearing the teenager victim’s confession with knowledge of Bishop Bactol), thief of Church property, misuse of grant money, attempted murder, and buying and selling Mass stipends to pay a priest’s gambling debt.

After doing some research on the Internet I found two of your homilies that you preach first while as Archbishop of San Francisco and the other as Apostolic Administrator of Santa Rosa Diocese. Both homilies make it clear on what direction you should be going in (I’m enclosing them for review).

We are sure that when you gave your deposition testimony about sexual abuse, you made it clear that you acted as soon as possible for the good of the victims. Your Eminence the poor people in the Diocese of Naval are victims of Bishop Bactol’s abuse and other immoral practices. .

Again I feel there are three ways of looking at my charges.

1. If the Holy See believes that I am making false statements, you should charge me with violations of Canons 1390 -1391.

2. The Holy See continue to let this problem go on as it is. Then the Holy See will be allowing sexual and other immoral acts to occur. Therefore the Holy See is fully responsible for souls that are abused by the actions of Bishop Filomeno G. Bactol and the priests of the Diocese of Naval.

3. Begin a formal investigation and look into the charges that We and others have made.

What ever happens, again we pray the Holy Spirit will guide you to what is right and proper for the good the Catholic Church in the Philippines.
